Flood Damage Disaster Recovery Assistance

The State Government established and manages the ‘disaster recovery’ process to support communities affected by natural disasters.

A Disaster Recovery Fund assists with reconstructing and restoring the built and natural environments after flood damage in vulnerable areas.

Tonkin Consulting assists several Local Government clients throughout the Eyre Peninsula, Mid-North, Flinders Rangers, Barossa Valley and Kangaroo Island, who’ve experienced local or major flooding events.

Throughout 2000–2013, Tonkin Consulting was the sole advisor to the Disaster Recovery Fund Committee, verifying claims submitted by Council’s affected by natural disasters. Our typical involvement in the process includes:

  • Undertaking a detailed site inspection, and documenting the extent of flood damage
  • Undertake desktop analysis of conditions contributing to the flood event;
  • Recommending the type and extent of repair required — consulting with client asset management and infrastructure managers
  • Assist with Disaster Recovery Fund application process

Although each scenario was unique, the technical assessment and recommendations often involved our expertise with the following.

  • A hydrological assessment of the catchment, including HEC-RAS modelling, and assessing anecdotal evidence to understand key areas of concern and vulnerability;
  • A structural assessment of flood affected structures
  • An assessment of flood damaged channels, stormwater infrastructure and roads
  • Structural and civil engineering design for repairs to damaged roads, stormwater pipes and associated infrastructure, scour protection and bank stabilising devices.
