Asset Management Plan

The Town of Gawler is investigating options to upgrade or renovate two important  heritage buildings in the main street of Gawler.  The buildings are two storey and have basements and currently accommodate Council staff, meeting rooms and a public library.  Tonkin Consulting were engaged to prepare an asset management plan for the two buildings, a building condition assessment to identify general building condition, a compliance audit to determine in what areas the buildings do not comply with current building code requirements and options to renovate and upgrade the basements to suit future office accommodation.

The Asset Management Plan was prepared using the IPWEA / NAMS Buildings Plus (SPM) software and included a detailed internal and external assessment of the condition of the building with data collected using iPads.  Each room was assessed and a  condition rating and quantity was provided for each component in each room.  A total of 848 components were identified and condition rated.  A current replacement value, depreciated replacement cost and overall building condition were provided.  A spreadsheet of each component was provided to allow Council staff to sort by condition, component, room or predicted renewal year.

A Tonkin Consulting qualified building certifier undertook a structural condition assessment of the two buildings and a compliance audit (against the Building Code) to determine areas of current non compliance.  Options to upgrade the compliance of the building acknowledging the heritage status of the buildings were provided.  Fire safety and disabled access were two areas considered.

The current basements to the two buildings are currently underutilised and Council were seeking advice and a cost estimate to upgrade the basements suitable for office accommodation.  Tonkin Consulting prepared a schedule of work and cost estimate required to bring the basements to a standard suitable for office accommodation including compliance with the Building Codes and disabled access.  The estimates considered the heritage nature of the buildings.
