Gillman Master Plan

Tonkin Consulting is developing a Master Plan for an industrial park and employment hub on South Australian Government-owned land at Gillman in Adelaide’s major shipping precinct. This design framework and delivery model will guide land releases over a 20 year period.

With no services to the site substantial system upgrades are required to accommodate the development. Tonkin Consulting scoped the service infrastructure and devised strategies for staging headworks over the life of the development. For example a new sewer rising main needs to be constructed, connecting to the major Bolivar trunk sewer main, approximately 4.5km east of the site.

Other challenges include the underlying soil on the site which has a very low bearing capacity. The site must be filled, compacted, and preloaded for underlying soil to consolidate prior construction. Groundwater is also quite high and acidic.

The completed Master Plan Report includes a summary of investigations and recommendations for earthworks, stormwater drainage, services works, internal roads and intersections of arterial roads for each proposed stage. This will become a broad outline for the services needed and model for how the land can be released to the market.


  • Detailed stormwater drainage study, analysing previous studies and modelled the external catchment area and proposed effects on water levels in the existing wetlands.
  • Define stakeholder and community engagement processes.
  • Provide mechanisms for translating the plan into policy via a Development Plan Amendment.
  • Consult with service authorities on infrastructure plans to understand regional planning requirements and lead times for construction.
  • Assess transport infrastructure needs based on existing traffic and project future demands generated by the development by applying SIDRA and AIMSUN modeling.
