The Goolwa Wharf Precinct Revitalisation Project was a transformative initiative aimed at restoring and enhancing a beloved heritage-listed site in the river-side town of Goolwa.
What we did
Originally scoped as a condition assessment and repair of the deteriorating wharf, the project evolved into a comprehensive redevelopment to minimise long-term maintenance and maximise community value.
Led by Tonkin, the project delivered integrated design solutions across civil, structural, traffic, and lighting engineering. Key upgrades included the reconstruction of the wharf using a modular steel and timber system, refurbishment of the Wharf Shed and Signal Point Centre, and improvements to public amenities, pathways, signage, and safety infrastructure.
Innovative features such as smart lighting systems, shared pedestrian zones, and integrated rail elements were carefully designed to enhance accessibility, safety, and visitor experience while respecting the precinct’s historical character. Collaboration with Alexandrina Council, and early contractor involvement ensured constructability, durability, and alignment with the town’s Placemaking Strategy.
Tonkin developed an array of design elements to provide practical and sustainable solutions that deliver accessibility and connectivity across the functional multi-user space. Subtle, cleverly designed features unify the site – making it a family friendly space for visitors to enjoy.
The revitalised precinct now serves as a vibrant, inclusive, and sustainable destination for locals and tourists alike, celebrating Goolwa’s heritage while setting a benchmark for future developments.

Originally scoped as a condition assessment and repair, the Goolwa Wharf project evolved into a long-term redevelopment opportunity to reduce ongoing maintenance and enhance community value. Tonkin was engaged to provide comprehensive design services and act as a single point of contact throughout the project lifecycle.
The project aimed to restore and modernise the precinct while preserving its cultural and historical significance. Tonkin developed a solution integrating design elements that provide practical and sustainable solutions that deliver accessibility and connectivity across a functional multi-user space. Subtle, cleverly design features unify the site and create a perception of safety and comfort that will inspire longer linger times within the Precinct.
Tonkin’s multidisciplinary team delivered integrated solutions across civil, structural, traffic, and lighting engineering, ensuring seamless coordination with adjacent buildings and mooring requirements for the local paddle steamer boat.
During design development, it was key to ensure the four project components were fully integrated and viewed as one holistic precinct project, that aligned to and resembles the towns Placemaking Strategy. Despite risks such as buried obstructions affecting piling works, the project was delivered with minimal delays and a high standard of finish.
Working collaboratively with Alexandrina Council, was critical for the success of the new precinct – ensuring that structural integrity, civil design, and heritage values were seamlessly integrated into the new development. The result of this collaboration is a revitalised space that not only honours its historical roots but celebrates them and sets a benchmark for future developments in the quaint river-side town.
The revitalised precinct now offers a safe, accessible, and vibrant space that supports tourism, community engagement and local events, successfully meeting all defined objectives.
Innovations
The Goolwa Wharf Precinct project demonstrates innovation through its thoughtful integration of modern technology and heritage-sensitive design. Tonkin’s approach combined smart infrastructure with placemaking principles to create a space that is both functional and culturally resonant.
Innovative features include programmable smart lighting systems with motion sensors, dimmable settings, and built-in WiFi enhancing safety, ambience, and connectivity. The redesign prioritised pedestrian and cycling activity, incorporating raised pavements and shared zones to encourage active transport and event hosting. Rail infrastructure was seamlessly integrated into the public realm, balancing historical preservation with contemporary usability.
Tonkin’s design methodology was rooted in collaboration, working closely with Alexandrina Council, and early contractor involvement to embed constructability and durability from the outset. The modular wharf system and coordinated mooring design for the paddle steamer reflect a forward-thinking approach to long-term asset management.
