A common misconception is that landfill is just about burying rubbish in the ground, when in reality, it’s a carefully designed and regulated part of the waste management system.
The City of Mount Gambier operates the Caroline Landfill site, the only engineered landfill currently operating in the South-East of South Australia. As part of their broader commitment to sustainable waste management and resource recovery, Council has developed a Waste and Resource Recovery Strategy which establishes a clear vision and direction for waste and resource recovery operations. Its implementation is focused on improving service delivery, increasing landfill diversion, and strengthening the local circular economy by supporting sustainable industries and creating local employment opportunities. Tonkin are working collaboratively with Council by providing professional services that support this.

Tonkin has a long-standing relationship with Council and the Caroline Landfill site, providing both engineering and environmental services for the project. More recently, Tonkin delivered superintendency services for the development of Waste Cell 4A, and the capping of the previously active Cell 3C, working closely with Council and the EPA to prepare the designs and design addendums for the new works and oversee both the contractor tender process and construction phase.
Tonkin has also undertaken ongoing groundwater, landfill gas and leachate monitoring, together with environmental reporting to support site management and regulatory compliance.

The Caroline Landfill project highlights the important role engineered landfill facilities play in modern waste management. Through a strong partnership with the City of Mount Gambier, Tonkin is helping deliver innovative waste solutions. By combining engineering and environmental expertise, the project is supporting long-term environmental outcomes while helping create a more sustainable future for the South-East of South Australia.
