Tonkin developed a comprehensive Integrated Transport Plan for the City of Prospect as part of this award winning project. 

Tonkin was engaged by the City of Prospect to develop a comprehensive Integrated Transport Plan (ITP) that provides a strategic framework for a cohesive transport system that meets the needs of pedestrians, cyclists, motorists and public transport users.

The ITP guides future investment in the transport network to address issues and opportunities identified by stakeholders, the wider community and council. A detailed 10-year action plan of prioritised initiatives was prepared to support the transport vision and objectives.

What we did

Our team focused on using strong spatial, GIS and asset data to understand and improve how the transport network works now and into the future. We set clear objectives and performance measures, benchmarking the City of Prospect against similar metropolitan areas and aligned with Council’s Strategic Community Plan for the vision, goals and objectives.

A key part of the work was developing a Movement and Place framework, mapping how different streets and corridors function across the council area. Using GIS software, our team analysed traffic, freight, public transport access including the Gawler rail line and Go Zone buses, and active travel networks to define both current conditions and future needs.

Our team used spatial analysis and mapping to bring together transport data, asset information and demographics, creating clear visual outputs that supported decision-making and highlighted key issues and opportunities.

Community and stakeholder engagement was also a core part of the scope with surveys, workshops and drop-in sessions supported by interactive mapping. This helped capture local insights and ensured the final plan reflected real community needs and experiences.

Supporting the community 

Prospect’s ITP demonstrates strong positive community impact by delivering a connected, efficient, safe and sustainable transport network that enhances daily life, supports economic activity and protects the environment.

Our spatial and GIS led analysis underpins evidence-based planning decisions, ensuring all modes of transport, including roads, public transport, cycling and walking, operate as a coordinated system.

The project promotes sustainable design by prioritising low-emission transport options and improving environmental quality, while safer road and intersection designs reduce accident risks and encourage active travel, contributing to healthier lifestyles.
Through a structured level 3 community engagement approach, our project team ensured the community was informed, involved and heard at every stage. Feedback gathered through consultations, surveys and stakeholder meetings directly shaped outcomes, allowing local knowledge to inform decision-making, address concerns early and minimise conflict.

This integrated approach to planning, design and engagement has resulted in a more inclusive, resilient and liveable transport network for the Prospect community.

Our work as part of this project, was awarded the Excellence in Community & Sustainable Environment Award at the 2026 Excellence in Surveying & Spatial Information (EISSI) Awards.
